Dear Sir, FORM F should be issued or received on monthly and form C quaterly , and in Maharashtra there is no need to submit physically form to goverment office, only details of form For C issued or received by you is to be submitted in a year with Audit report VAT E-704, at the time of scrutiny , officer would ask u the orignal form, and till date there is no provision of submitting FORMS in Maharashtra

dear friend

generally as per cst act form c is issued by the buyer if he buys from the other state . if a company is having branch in other state it can consign the goods to its own branch which does not amount to sale. all these forms should be submitted only at the time of assessment.now one  form c is enough for one seller . at the back of the form you can write the bill numbers for the financial year. form f is submitted by the receiving branch or receiving consignment agent. it is also submitted at the time of assessment. if the authorities insists you can give the number of the form. note in all cases both the parties must be registered dealers.
