Tamilnadu govt. school bldg. rules

QUESTION : IS IT PERMISSIBLE UNDER THE T.N. GOVT SCHOOL BLDG. ACT TO CONSTRUCT THE TOP OF A BUILDING WITH LIGHT ROOFING MATERIALS INSTEAD OF CEMENT CONCRETE STRUCTURE?

A FULLY RECOGNISED MATRICULATION SCHOOL WANTS TO CONSTRUCT SECOND FLOOR IN ITS EXISTING  BUILDING WITH PLAN APPROVAL AND COMPLYING WITH ALL THE RULES AND REGULATIONS. INSTEAD OF THE USUAL CEMENT CONCRETE FLOORING OF THE  TOP  THEY PLAN TO USE LIGHT ROOFING MATERIALS WHICH ARE FIRE RESISTANT AND ANTI HEAT RADIATING AND COLOURFUL..  (BUT IT IS NOT ASBESTOS)  IT IS BEING USED ALL OVER THE WORLD AND IN ALSO IN HILL STATION SCHOOLS IN TAMIL NADU.
