Can power of attorney holder obtain tax exemption certificate on my behalf

Ji, if it is mentioned in the POA, then he can.

Thank you, Sir, for your considered opinion. My wife and I have given a general power of attorney which among other things states that:

' To do all acts, deeds and things necessary, desirable or expedient for the purpose of ensuring that our financial affairs, relating to all our movable and immovable assets, and our wellbeing in any part of the Republic of India, or at any other place, in accordance with laws for the time-being in force.'

'To sign, and execute all necessary forms, documents, applications, declarations, statements, affidavits or papers whatsoever for the purpose of the above and for the purpose of anything related to our affairs.' 

Will this suffice for applying for and signing the applications for exemption from deduction of TDS on capital gain on sale of a residential property?

As per stated above  the answer is "NO".  You should specifically mention regarding the sale of residential property and receive amount on your behalf and to file TDS for capital gain in IT.
