Hello OP

May i know the current position of your case ?. Did you recover your money ?. As per bank rules, the old card should become deactivated, the moment the new card is used, even to check balance enquiry.  The Bank manager cannot wash off his hands and ask you to fight the case. The complaint should be lodged with the cyber crime cell by the bank manager only. 

It is not necessary to  seek permission to block the damaged card as it should be deactivated the moment you drew money from the ATM. I think this is a fraud on the part of the bank manager also.
