Verbal abuse criminal intimidation

one resident offender in apartment complex hurled on another resident victim in open criminal intimidating abuses such as calling as  " Dog", "thrash and throw him in garbage", "mad fellow"

-whether it is cognisable;

-on complaint by victim, how the police will act.

- how to handle such matter as victim

The objective of 504 IPC section is to prevent the intentional use of abusive language amounting to insult, giving rise to provocations causing the person against whom such words are used to commit breach of peace.

You can complain under Section 504. But I don't think it will be taken as a cognisable offence.

I1.ntimidating a person to" thrash and throw the dog in garbage" clearly shows the intention of the offenderto cause physical injury; Does it warrant 504 as cognisable offence.?

2.Even, causing injury to dog is cruelty to animal; will it not be cognisable offence?

2- (a)what is punishment for such abuse to cause cruelty to animal

A cognizable offence is one for which the police can take action on their own without receiving a complaint.  In this case action can be taken only if the victim complains to the police. Hence this is not a cognisable offence.
