Want to use step father name for passport

Hi I am Nitish Abrol , 21, and going through tough situation. I would like to use my step father's name with his sir name for passport My mother and father were separated and divorced when I was 5 years old[My birth day is 13-AUG-1993]. My custody was given to my mother. my mother had re-married [It was registered] 2007

All my education certificates, , Pan Card, Adhar Card ,Driving Licence etc having my step father's name and surname. But now I want to apply for passport but passport office is not ready to use my step father's name on passport So I want to know the procedure for this.

Please help me

@ Author,

1. The RPO's still work with medieval mindset (i.e. insisting for adoption certificate usually in such cases) inspite of knowing well about several Writ directions as issued by various State HC's in India in similar matters i.e. above 15 years old child wanting to use step-father's name in h/er passport has been allowed under Writ by several HC’s of the Stae.

2. The remedy now is to take the written Objection of RPO about their refusal to State's HC to issue a Writ of Mandamus (need services of a Advocate locally found via reference to file one such Writ of Mandamus in your State's HC) to RPO on the basis of fair play, equity and even as a matter of prudence, showing at HC all along you have used step father's name under various documents and even your natural mother has a clear divorce decree from her earlier marriage and then has a clear registration of her second marriage with your step father.

With above Writ of Mandamus filing in State's HC your purpose will be solved.
