Can an individual flat owner file a case in consumer court for the obataining oc & conveyance deed

(Querist) 13 July 2016 This query is : Resolved 
I want to know whether I can file a case in a Consumer Court as an individual flat owner against the Builder (for not providing Occupation Certificate and Conveyance Deed to the Society till date which was built in 1992) and also against the Society for not taking any interest in filing a case against the builder in consumer court till date due to some vested interest and against the BMC for not taking any action against the builder for not doing anything for the OC and the Conveyance Deed of the Society and against the
Builder's Architect for not fulfilling certain IOD Conditions of the BMC for which the OC is still kept pending. Is there any earlier judgment in Consumer Court or Supreme or High Court where an individual has filed a case against the Builder and Society as stated above.
