Regarding pg service bond.

Dear sir,
I was perusing a pg diploma (medical) course from a government institute (2022-2024), where we were not informed about any service bond at the time of admission, although a ‘3yr/50lac’ bond was posted online on mcc counselling portal for information of students by the same institute.
Since they didn’t tell us at the time of admission we thought there’s no bond. On questioning , we didn’t get a proper response.
A month into admission, they sent us a notice to sign the bond. We didn’t comply and didn’t signed the bond till date. They reduced the service period from 3 years to 1 year and amount from 50 lacs to 20 lacs. Now we have finished our course and they are asking us to sign the bond (1yr/20lac) and complete the service, and not returning our original documents.
I understand holding documents is illegal and I can get it back. My main query is, can government impose the bond on me even without signing any contract ?

Obc certificate

Subject: Delay in Issuance of OBC NCL Certificate - from Telengana
Request for Urgent Action

January 1, 2025
Before so many times rejected
Now again I am writing to bring to your notice the inordinate delay in the issuance of my OBC NCL (Non-Creamy Layer) certificate, which I applied for through Meeseva on November 16, 2024. Despite the stipulated timeframe of 30 days, I have not received any response or update on the status of my application.

I have visited the Meeseva center and the Tahsildar's office multiple times, only to be met with indifference and a lack of information. As a result, I am facing significant difficulties and inconvenience in availing of the benefits and opportunities reserved for OBC candidates.

My application details are as follows
- Date of Application: November 16, 2024

By the way I have each and every document from Telengana which is needed for OBC CERTIFICATE
Some Important I have like
Aadhar card
* CASTE CERTIFICATE (BC-A)
INCOME CERTIFICATE (( less than the limit which was given))
Ration card,

I belong to obc Central list of serial no 13 (nayi)/barber
Only my grandfather is from Uttarpradesh

My father's each and every document is from Telengana
But by seeing my name SHUBHAM SHARMA they were telling straight forward you can't get the obc because of Sharma and you are not from telengana
But I completed my total studies from 1st to 10th in telengana and even birth certificate is from Telengana living in Telengana from last 15 years
Still they were not issuing the obc

Thank you for your attention to this matter.

Education loan full closure with reliance arc

Hi,
I have taken education loan from IOB at 2016 and ended the studies 2019. Due to covid situation and medical reasons I'm unable to pay the loan. I'm not aware the loan was sold to Reliance arc and i have no knowledge about cibil and other processes. So recently only I started to read about cibil and loan procedures

From that understanding I don't want to do settlement so I decided to pay full amount with interest for loan closure. But after reading and watching regarding this i got to know even if I pay to reliance arc my cibil will not be updated for 9 years and it will be in defaulter list. I can't take loan in near future.

I like to know is there anyway to close this loan from bank directly to avoid cibil issue or guide me in the better way to resolve this issue.

Transfer certificate rectification

I belong to OBC category and recently issued a valid OBC certificate. So I want to avail reservation benefits under that but my transfer certificate says that I belong to general. It's because I didn't have issued a caste certificate then. Now the school is saying that the transfer certificate can't be issued again. What should I do now?
