DELAY IN COMPASSIONATE GROUND APPOINTMENT IN RAILWAYS

(Querist) 04 April 2017 This query is : Resolved
My father deceased on duty when I was in third year of engineering in 2012. Me being elder son applied for CG appointment when I was informed to apply/submit application along with graduation certificate which I did on 2013. Since I was an engineering graduate the appointment was seeked and approved for JE/SSE grade. But I was made to wait till April 2015 to attend for "interim appointment" untill JE exams are called for. I qualified for TECH III on basis of my 10th as highest education?!.and joined Railways as trainee tech III. But the shocking part was I was asked to train for 3 years in interim itself without any allowances and benefits except 'basic+da'. But, the mechanical engineering/diploma/ITI holders are asked to train only for 6 months. But, RRB considers any DIPLOMA/ENGINEERING holders as technical expertee in their relevant field and offers jobs as JE/SSE/DMS/CDMS posts on basis of any branch of engineering graduation is completed in!
This is 2017 april and im yet to attend my promised JE/SSE exam and continuing my career as trainee tech III for 3 years training without actual benefits as normal employee but have to work a work equal to an SSE in my allotted inspection section at Mysore Workshop. Have tried alot to enquire this issue, demand for exam finally or reduce my training period atleast so that I can atleast use minimal benefits as a normal employee.. No use. No one is helping me at office. How to deal with this 4 year delay!

Compassionate job is offered at the lowest level of GpC&D posts. if below 10th he will invariably be offered menial job. if 10th + he may be offered job of peon. if above 12 he may be offered job of LDC or equivalent (that too if available in 5% quota for DR).

That's all.

Higher qualification of the candidate is absolutely irrelevant.

Such candidates are not required to sit in any examination only a comparative chart is prepared based on financial condition of the family and more deserving candidates are adjusted in 5% quota meant for the Direct recruitment vacancies.

Dear chiranjeevi
you wrote ""But I was made to wait till April 2015 to attend for "interim appointment" untill JE exams are called for. I qualified for TECH III on basis of my 10th as highest education?!.and joined Railways as trainee tech III."
if this is true and you received the same in written form from railway, I can give a very good suggestion for you that you have to apply to the apex court with writ petition seeking direction to be issue by the apex court to Indian Railway for your appointment according to their own promises and advises.
Good luck

Dear Chiranjeevi,
Appointment on compassionate ground is humanitarian ground, you cant demand it as a right.
The appointment as Technician Gr-III is accepted by you and is not interim appointment, as you think.

You have to continue as Technician Gr-III only. Perhaps, you insisted for JE post quoting your BE qualification, the Railway administration might have conducted a test and may offer the JE post.

Dont believe any tout's words and dont spend any money. As you have completed your BE apply to RRB/SBC for SSE. You may get it.
Regards.

Agree with Sudheer Kumar and Vijayan.
Dr J C Vashista (Expert) 05 April 2017
Well analysed, opined and advised by experts Mr. Sudhir Kumar & Sri Vijayan A, I fully agree and appreciate.

Nothing left to add.

You may continue with the appointment of JE as offered to you, which is on the basis of your qualification and not on the basis of CG.

While in service with Railways, you must apply/ appear for higher post in Railway itself (whenever the department advertise for the same). Besides Railways, keep your option open for vacancy(ies)outside railway.
