Eligibility for promotion after higher studies on extra ordinary leave

Sir,
I am working with Airport Authority of India. After first promotion in 2012 on completion of 3 years of service, applied for higher studies and went for higher studies on Extra ordinary leave in June 2013 for 2 Years with due permission. I joined back AAI in June 2015 after successful completion of course, my batch mates were promoted on completion of 3 years of service in ‘Assistant manager’ post including those, who were below in seniority.
Please guide & advise me, whether i m eligible for promotion or not.

In normal course,extraordinary leave will not counted towards service.It depends on the service rules in the AAI to this effect.

AAI service rule is silent on treatment of Extra ordinary leave for higher studies for promotion pupose

Whether you were paid for the extraordinary leaves? if not paid, service should not be counted for extraordinary leaves.
If your department rules are silent, custom / precedent / general conditions would be taken into consideration. If you wish, you may represent.

In general, EOL will not count for any purpose in service. though you went on EOL, with permission for higher studies, then it will not be counted. however Airport Authority rules are silent on this, you may submit a representation to the department.

I tend to disagree with some experts.
EOL does not amount to loss of seniority even for single day. It is one of the authroised leave and the period is much more different than unauthorised leave.
It will effect only loss of wages and pension for the period and nothing (nothing) else.
