In a rent control proceedings with regard to eviction tenant carrying on petrol bulk, whether an application filed by Indian Oil Corporation to implead it as a necessary party?

any person may file application under order 1 rule 10 of CPC who may be a necessary party.

tenant is running pertol bulk in the premises of landlord. Whether Indian Oil is a necessary party in the eviction proceeings?

If illegal business is going on within the premises, there is no need to implead IOC.
