Can a government order issued in 1991 is challangeble now?

government of tamil nadu housing and urban development has issued a GO in the year 1991 for conversion of a land from nursery school to house site. After 22 years it is challenged now. what is the position under law of limitation

Since the remedy lies in a writ petition. No strict limitation period is applicable. However if you are guilty of laches court may refuse to entertain your plea.
