can any one describe of the meaning of the sentence below

"Employment as per CIL R&R policy. However, the requirement of preparing the list of eligble land oustees in the descending order shall be dispensed with while offering employment under package deal concept."

The employment is to be given as per CIL R & R policy but it requires preparation of list of eligible land oustees in descending order but employment is offered under Package Deal Concept then such list is not required to be prepared.

"dispensed with" is the key or governing word.

Hence "Employment as per CIL R&R policy"BUT while offering employment under package deal concept ,the requirement of preparing the list of eligble land oustees in the descending order shall be dispensed with(left out or ignored or exempted)." IS THE MEANING INTELLIGIBLE TO ME.HENCE I AM IN AGREEMENT OF Mr.MAKKAD.
