Bribe demand for regularising housing board'flat

I purchased an EWS flat of Chandigarh Housing Board (CHB) from a broker in 1985.
Through broker, we took allotment letter and a power of attorney of the Flat from the the allottee and thereafter paid all monthly instalments due to CHB.
There was similar practice of owning such Flats in rampant, so CHB came out with a policy that it will regularise such the Flats in the name of occupant residents who have the proofs of making full dues to CHB alongwith a regularisation fee of Rs.15000/-.
When we submitted application alongwith proofs to deposit regularisation fee, officials of CHB
disclosed that allottee of your dwelling has been allotted 2 dwelling units which is against the rules framed by CHB so one unit allotted later will have to be cancelled.
If you are interested to regularise it in your name, pay 30000/-as underhand deal. We didn't pay bribe amount and stopped there itself.This has happened 3-4 years back.
Forum of learned ones please guide as how to proceed further in this case so that without any harm to the interest of the involved party, desired goal is achieved.

It is s better ti make the payment and regularize your property.
When you are ready to bribe Rs 15,000/- then making payment of double of it does not make you saint.

You wrongly purchased the property without getting it transferred there and than. If there was double allotment to same person board is right.

Now the bribe amount demand must have doubled in four years. better get it transferred any way to have clear title.

Why you are keeping quiet for more than 2 years. If you are not interested to pay the bribe which is very much welcoming feature, request the CHB to settle the issue as per rules immediately.

Thanks for legally pondering over the issue. As the risk is involved if I say CHB may go ahead as per the rule, then it may turn negative also.
If turns negative then it will be irreparable loss. So keeping quite.
If there is any other recourse, pls suggest.

Since CHB has already issued a notice for regularization it looks you have applied for the same. Then follow up regularly to know the status and if necessary make use of the RTI application to know the official status periodically. I advise you to check documentation pucca for correctness and compliance in terms of the regularization notice and if necessary take the help of a lawyer experienced in this area so that your application is not rejected for flimsy grounds as some time dealing officer will critically scrutinize to reject which you not give an opportunity. Regarding other option your stand is correct and maintain that.
