Mining leashold area also even requires separate license for mining if using for mining. and if further using for non agricultural use then ofcourse it requires permission.

Yes it is required to get it converted as Non-Agricultural before commencing mining activities like excavation, dumping of waste, construction of office/workshop/roads/crusher/belt conveyor etc.

I am afraid I am not fully convinced with the reply. Actually Mining Lease is granted over certain area which means the holder of the lease is having mining rights to carry out mining activities withtin the leasehold area after having surface rights of the land. There are mainly three types of land, viz. Govt land, private land and forest land. In case of Govt land and forest land separate procedures are there to get surface rights. Whereas in case of private lands the mining leaseholder has to purchase those private lands then only he can do mining activities. My query is that whether it is required to convert those privat agricultural lands into non-agricultural for carrying out mining activities? It may not be required as the mining lease is already given which means mining rights to carry out mining activities.
Kindly help in resolving this confusion.
