Change of khata

Dear experts,
A bought NA converted land in a village for Industrial purpose when "A" approached village panchayath for change of khata in his name they charge 200000-00 as fee for change of khata , apart from that he has to pay various other taxes.
Will some one pls explain following
1. Whether village panchyath have right to collect fee for change of khata as per their whims and fancies
2. Is there any yard stick /guideline for imposing khata change fee
3. Whether Village panchyath having any rights (under law)to impose huge fee for industrial purpose

Village Panchayat can impose some duties as they are getting such powers under constitution. The validity of imopsition of tax can be checked and tested. This subject is Local so the law may be differ State to State. You should contact a very good civil lawyer looking at constitutional matters.

No. The village panchayat cannot levy such huge amount as fee for mutating the name of the new buyer in the revenue records. Gnerally the vendor/the buyer have to apply for the mutation (change 0f name of the owner). The fee if any payable is fixed. Pl check with local land revenue code and the rules framed under the code.
