Dear Kaushik You didn't mention what are document you have relating to the property, but nevertheless, if your property fall under the municipal corporation then you to make an application along with the schedule of the property of registered deed asking them for FMP OR
If you fall under the panchayet area then, you have make an application asking them asking them for FMP, With the copy of registered deed and parcha enclosed with application to the B.L.R.O.(Block Land Reform office)
this is how we work in west bengal and i hope rules are, more or less same in every state and advise you to contact you local advocate
