Sir,
Can a Co-operative Housing Society be formed by the flat owners if the developer is not forming the society, and if the flat owners want to form a co-operative housing society in Thane is the completion certificate or occupancy certificate required for registration of the housing society.

Why the builder is not getting completion certificate, occupancy certificate?
Are their any violations.
Prefer to write to builder and Deputy Registrar of cooperative societies, under proper acknowledgment.
Certainly you may consult a local counsel well versed with such matters.

If the builder is not providing OC and completion certificate file complaint with the consumer forum.
For society formation discuss with local lawyer.

In ur case Deemed conveyance can be done.
For society formation either of OC or CC is required.
