Can in Indian films we can use the dialogues on the word "Olympics" or we need to take the permissions from IOC (International Olympic Council) for the same or there may be copyright or trademark issues

No such requirement is there under IPR law. It restricts only competition in business. If you are not opening a parallel council but only making a movie is as per my best knowledge is not violative of any IPR law.

However be aware that if you defame this concern it any way, they may come under law of torts for defamation.

There is restrictions in using of names while registering companies or registering trademark.
I think the Trademark authority cna raise objection.
So first apply with this name which I believe is not likely to be allowed.
