U have 3 options
1. you can form a non profit making company under sec 25 of the Companies act where you will have to register the same under the Registrar of companies
2. else you can form a society which needs to be registered under the society registration act
3. or the best way out shall be to form a public trust where you dont need any registration bu only u have to do is to draft a trust deed.
check whether trust is registrable under shops and establishment act in your state.
