For Tribunal case purposes, you can give vakalat to a lawyer, and then it does not require separate authorisation. If you wish to authorise any agent as per your wish, then you have to execute a GPA on Stamp worth Rs.50/- authorising the Agent to act on behalf of you in your Tribunal case purpose. It should be registered before the SRO concerned.

No such provision / requirement of granting power of attorney is there in an administrative case.
Your lawyer can proceed, if you have faith in him / her.

Stamp duty is differ state to state but it is generally Rs 50/-. No registration required. Notary attestation is optional. However as advised already an advocate also is a power of attorney holder on behalf of you.
