secondly what is a quasi judicial decision.

in plain terms what does sec 4 (1)(d) mean?

When order is passed against a person or a decision is taken which will affect the person, the order passing authority has to disclose the reasons for taking such a decision.

The meaning of Quasi judicial decision is "The action taken and discretion exercised by public administrative agencies or bodies that are obliged to investigate or ascertain facts and draw conclusions from them as the foundation for official actions."

The quasi judicial decision has to be passed with reasons / to be explained in the order. The affected person is the Govt employee.
