Unregistered purchase deed

IS AN UNREGISTERED PURCHASE DEED IN A PLAIN PAPER BE A VAILD DOCUMENT FOR GETTING THE PROPERTY MUTED IN MUNICIPAL CORPORATION ? AND, CAN THE RENT BE COLLECTED FROM THE TENANTS WITH THIS PURCHASE DEED ?

The proeprty can not be transferred by way of unregistered title deed though collection of rent and mutation depends on discretion of tenants and municipality,
