What is difference between Governing law and procedural law

laws are generally classified as substantive law and procedural law. the former speaks about your rights, duties, punishments and latter deals with the procedure of the criminal and civil courts in dealing with the criminal and civil cases. governing law includes all these.

Governing Law is "The body of law of a particular jurisdiction which governs the rights and responsibilities of parties in a given situation. Within limits parties may, by contract, choose which jurisdiction's law will govern matters related to contract formation, interpretation, and enforceability"
Procedural law comprises the rules by which any court hears and determines what happens in civil or criminal proceedings.
