2 NGO's coming together to construct a building

Two NGO (Both belonging to same parent trust and both having same objective) wants to come together for construct a building on a plot owned by one and funding to be done by both the NGO's. One NGO who is funding will get right to use the property but the ownership of plot is not to be changed to other NGO which is financing. Charity commissioner may give approval for the proposal. No property rights to be transferred. This will save stamp duty and capital gains also. Whether this is possible? If yes, which laws will apply and what procedure will have to be followed.
