A development authority can approve a colony without 143 act

Dear Expert ,

Please Let Me Know , Can a colony approved ,or proposed by Development authority without  143 ACT.

Please give me information it is very urgent .

The Development Authority is not concerned with the provisions of 143. The Development Authority checks where the proposed area comes within the residential zone under the Master Plan or not.
