Modus Operandi of abuse of public money and incite hatred against an honest RTI applicant citizen of India.
During entire calendar years 2010-2013 those in the Central Public Information (CPI) Cell deliberately misread the notice(s) of the Central Information Commission (with copy to appellants ,e.g. the complainant) to attend video conference.
Instead the complainant witnessed systematic loss of public money of approx. Rs. 10000/- to 25000/- per person to claim habitual ,uncalled for Delhi tour.
That there are 4 Companies in the General Insurance Public Sector:- National Insurance Co. Ltd, (NICL) H.O. Kolkata New India Assurance Co. Ltd,(NIACL) H.O. Mumbai Oriental Insurance Co. Ltd,(OICL) H.O.New Delhi United India Insurance Co. Ltd, (UIICL) H.O. Chennai
It was only the NIACL officials who, in collusion with internal audit/vigilance were seen incurring lavish expenses of public money in the garb of personal visit ,

The Central Information Commission hears second appeal under the RTI act by issuing notice to both RTI appellants and public authorities to attend video conference since 2009.

Two specific instances have been attached herewith.
On both the occsations the Central Public Information Officer/First appellate authority
of the insurance company were issued notice of Central Information Commission
to attend hearing of second appeal filed by SHRI GOPAL SONI RTI applicant through
video conference from NIC Studio,Delhi.
The decision of the central information commission records the presence of company CPIO
not at Mumbai but at the Central Information Commission Delhi
The CPIO preferred enjoying tour by flight instead of saving public money,that is,attending the
prescribed mode of video conference from Mumbai.
THE RULE IS A TOUR IS SANCTIONED IN ADVANCE.
When there was no notice to be present in Delhi

There is case law of Lucknow Development Authority v. M.K. Gupta(1994) 4 SCC 243. Pronouncing compensation to the persons who were harassed due to malicious and oppressive exercise of power by the Public Servants, the apex Court of India directed that the said compensation shall be recovered from the officers proportionately from their salary.
