As per sale agreement parking lot is allocated. But without forming association, few owners gathering and dividing the common area also fine each flat, and drawing lines for bike parking which are not mentioned in sale agreement, how to proceed.please suggest

This issue can be resoleved only after the association is formed.
The owners or members will not listen to each other and they will be more curious to occupy the place of their chioice without bothering about others convenience.
Since this becomes common area and under the contriol of association, you may wait for the formation of the association in order to make things straight.

a group of people gathered and elected some one, saying we are the association and doing things on their own. without registration of association and bylaws. in this case how to proceed please suggest
