I requset for the guidance of the experts here on the folllowing :-
(i) Is there any specific guidelines by Govt of India/DoPT that who can be Head of Office of the any Autonomous Body under Govt of India
(ii) Is there any guiding pincipal (while framing/ revising the Recruitmrnt Rules of Head of the office of Autonomus Body under Ministry ) which may ensure that the Minister may not frame rules as per his choice to accommodate a perosn with below eligiblity to the chief post like Executive Director / General manager of Body or Corporation.
Or Minister is free to frame rules as per his/her wish
Plz guide as DoPT and other Govt sites are silent about this
