Ban on govt liquor shops

I am sure that our elite legal community understand that in Tamil nadu sale of liquors on highways banned and they extended these selling only upto 31.03.2013.

This is a remarkable piece of judgement as many got killed by drinking and driving menace. In tamilnadu government itself selling liquor to fill it kitty. All the duty of a state like education, health are privatised by private people duty was undertaken by Government to earn money for all its free schemes.

This landmark judgement of Madras High court has stalled liquor selling in highway shops there by Government loosing revenues by 20%.

In this regard, I have a query which our community can answer.

Consuming liquor by minor person (<18 years age) leads to cultural degradation of society. Whether selling of liquor to only adult ( person above 18 years of age) can be allowed ? Whether this relief can be sought by a writ petition in high court ?
