Builder asking interest on service tax

my builder is asking interest on service tax. Please find below detail

Flat Registration date: 26-May-2011.

Total registration value is: 25 lakh

Service tax paid to builder on: 2-Dec-2011 amount 64250

Cash amount 5 lakh given in two steps:

1 lakh on 23 March 2011

4 lakh on 07 June 2011



Bank Loan : 20 lakh.

Builder is asking more amount for service tax interest 7199/-


When I refused he is terrifying me by saying about extra penalty.


Who pays service tax builder or Buyer?

It was never discussed that I will have to pay interest but only service tax applicable.
