Builder delaying the delivery/possession of flats

I have booked a flat with one of the builder in one of the prominent sector of Noida. The project was supposed to be completed by Oct-13. However the same is still under construction with very less progress. It appears the possession to us will be offered by Mar-15 ( delay of 19 months). We are a group of aggrieved buyers who are paying EMI alongwith rent for the rental accomodation. There are quality issues also. What are the remedies available with us. Can the group form an Association or something like that and fight with the builder legally? Can the group claim the compensation from the builder for delay in completion of project in time. Can we legally ask him to give the possession within next 6 months. The plea taken by him is the 'demonstration' by farmers in front of his project which lasted for 9 months. We know its not factually correct as no demonstration lasted for more than one week or so at a stretch. What can we do in this case. Pls. advise

The best option available before you is to allow him another chance by giving him an ultimatum after which you can drag him to consumer forum as well as to the civil court of law for proper remedies and costs towards damages.
