The police offical may listen to both sides, on verbal complaint and close the matter verbally.
In case of proper complaint the police official may call or even send police constable with Parwaana.

You have not at all stated what are the facts.
Police do show the coutesy of calling person by phone call. Need not provoke them.

You are either yourself not aware of the facts or do not want to share and want this froum to tell you whether the matter is serious or not. You are not so simple as you pretend to be. You might be aware who has made complaint and what complaint is made and wheter the complaint is true or false.

point (5)...usually they give it there to see and read...photo-copy if required, only then, the challaan payment and formally
copy of the complaint to the party seeking it.
point (6) RTI, why one month ? Is there a waiting time ? I guess NO.

An accused has a right to get copy of the complaint as part of evidence only when he is charged in court.
When RTI application is given to any govt authroity he has a licence not to respond till one month as fine @Rs250/- permonth starts thereafterr (which is never awarded to the victim).
One month time given to police is more than sufficient to display malice
