Two possible options you may have to cherry pick accordingly;

1. Set up meeting – appointment with the then Justice Markandey Katju at Delhi (he is currently Chairman, Press Council of India) and discuss with him such issues in person and seek his further directions.

2. File a complaint to Vigilance Judge of concerned Judge with copy to CJI of State’s HC and a CC to Hon’ble Law Minster of GOI and let Law of Motion takes its own course.
