Can one joint owner hold poa for another joint owner for property sale transaction

There are 2 joint owners A and B, husband and wife, for a flat in Bengaluru. Both joint owners are NRI and based in UK. Husband A only is planning to come to India for property registration - can husband A get POA from wife B for selling her share in the property? Is it allowed under Power of Attorney and Registration Act? Thanks in advance.
