cancelation of charges

Hi there was a fir register under 420&120 against 4-5 accused but only one has joined the investigation and got bail also frm high court now if investigation officer file cancelation of charges against that person in cjm court will it be like quashing of fir against that person and will the case get closed against that person forever

It is Referred Charge sheet.  It is as good as quashing of FIR;  once acquitted in this, an appeal can be preferred before  the higher court
