Cancellation of flat booking by builder due to non payment

Sir, 

I have purchased a flat from builder and executed  a letter of allotment, as per the conditions of the allotment i was supposed complete the payment before 30.11.2011 but I could not pay the full amount and paid only Rs. 650000/- and still there is a balance amount of rs. 8,00000/-. Builders has sent several reminders but I am not received any reminders or letters since the address on letter of allottment is changed by me. 

I know that I have to pay the payments but I could not pay. Now the builder aftar deducting 10% of the already deposited amount balance amount is deposited directly in my account. 

 

I hope the Builder is already re - sold the flat to someone else now what I can do to get the flat back.

Please advice

You have violated the conditions, so he has to sell, if it is written the agreement.
