Car parking problem

Hi,
I bought a flat in 2008 and the builder mentioned as "car parking option available in parking area" in the construction agreement. What does this really means?
I actually insisted on the car parking during the buying process, but the builder showed is particular line in the construction agreement and told that my request is fulfilled. There are totally 4 flats in the building and he has given the same thing to 3 of them. There is space to park only one car in the parking area. Till now there was no problem, since everyone were having 2 wheeler. Recently I got a car, and now I am struggling to park the car and facing problems from everyone.
I was the first person to buy a flat in this building, while I purchased he showed the entire front area as parking, but later he converted one part of the front area in to a room for the ground floor area. I objected at that time itself, he told that it would be a covered parking for the ground floor person but at the end it was converted into a room. One car parking is gone because of that, otherwise atleast we can park 2 cars now.
He never kept his promise even in a single thing.

What can I do now? Please advice.

"car parking option available in parking area"

By using this vague clause, the builder has very cleverly distanced himself from any claim of guaranteed parking for every flat owner. He might argue that there is a car parking available (which you yourself are admitting).
