The verdict and opinion of the Chairman of CAT will prevail

Thank you for your reply,  But chairman of Central administrative tribunal is sitting in somewhere else,  Like Calcutta or Guwahati bench one judge and one  administrative member carried out the hearing .If administrative member issue a letter which is totally opposite to the judicial member verdict in one judicial member and one administrative member bench, then what will be the concequence
