Change of option

When the recommendations of the 6th pay commission were implemented, I had opted to fix my pay in the revised pay structure w.e.f. 1-1-2006.  
I got a promotion in 2009 w.e.from 21-3-2008 and I didn't change options.
Later, I have revised my above option and elected the revised pay structure from the date of promotion effective from 21-3-2008.
Accordingly my office has notified the revised pay on dated 16-5-2011. 
Soon after realizing that the change of option caused financial loss instead of benefit, I gave another representation to the office on 26-5-2011 to cancel and it was under consideration with the office FOR ABOUT 18 MONTHS. 
Later Ministry of Finance issued instructions vide OM No. 10/2/2011-EIIIA dated 19-3-2012 providing that those central Government employees who were due to get their annual increment between February – June 2006 may be granted one increment on 1-1-2006 in the pre-revised pay scale as a onetime measure.  I gave few more representations on 15-6-2012 and 31-7-2012 to approve my request of and seeking revision.  
However, office has turned down my requests.
Later Ministry of Finance issued instructions vide OM No. 10/2/2011-E-III(A) dated 03-01-2013 providing for another opportunity to re-exercise of option to switch over to the revised pay structure. Immediately, I gave my representation seeking revision of option on 26-01-2013 and 2-12-2013.
According to OM No. 16/8/2000-Estt. (Pay-1) dated 25-2-2003, an employee may be allowed to revise the option in the pursuant to ANY unforeseen developments or change of rules. 
I would now request you consider the unforeseen developments or change of rules in my case as detailed below:
As I was not fully aware of the pros- and cons- of the pay fixation, the option given by me incurring huge financial loss to the tune of more than Rs. 2.0 lakhs instead of benefit, which is an unforeseen development. 
Though office issued an OM dated 16-05-2011 is issued, I have realized the loss incurred by implementing this OM and immediately I gave another representation dated 16-05-2011, which was pending in the office for several months.
On 23-12-2010 when I opted for revision of option, I can not anticipate that after 15 months Ministry of Finance would issue O.M.No.10/2/2011-EIIIA on 19-3-2012 providing that those Central Government employees who were due to get their annual increment between February – June 2006 may be granted one increment on 1-1-2006 in the pre-revised pay scale as a onetime measure. 
MY REQUESTS WERE PENDING SEVERAL MONTHS. EVEN THOUGH PAY ACCORDING TO OUR REVISED OPTION WAS NOTIFIED, IN 2011, THE SAME WAS NOT IMPLEMENTED TILL DECEMBER 2013. 
That means, whenever I have small advantage, office delayed it and when I am in loss, office is actively taking it. Is there a way to fight our case?
