changing surname

Mere swearing affidavit to change the surname in MBBS degree certificate is not sufficient, you have to issue notice to the state Depty Commissioner and DDPI of your dist., u/s 60 of the CPC.  After laspse of 60 as per sec 80 then you will to file a suit for declaration and injunction in the civil court.  After obtaining the decree you will have to move an application change the surname to the concerned department.
