Charges that a society can levy owing to leave and license

Hi,

I am going to take a flat on leave and license basis. The owner of the flat has informed me that in addition to the rent, I have to pay Rs.10,000 more as the society is imposing this charge. The draft rent agreement that I have with me that any maintenance charge levied by the society including non-occupance charges will be paid by the owner. But the owner has informed me that this is over and above the aforesaid charges. I have following questions:

(1) What are the charges that a society can lawfully levy on the owner?

(2) Besides the non-occupancy charges, can there by any other charge that can be levied by the soicety arising exclusively out of the fact that owner has given his flat on leave and license basis?

(3) Is the non-occupany charge a one time charge or imposed on an annual basis?

(4) If there is any extra charge levied by the society, should this be paid by the tenant or the owner?
