To my knowledge, there is no provision for restoration of a criminal case. Only remedy is in appraoching the High Court in an Appeal.

Order of dismissal of complaint can not be recalled by court so you have only remedy to file appeal against the dismissal order.

Rather, it should be a petition under Section 482 CrPC (Section 528 BNSS) to invoke the inerent powers of the Court.
