Cheque bounce cases in dwaraka court

I have been fighting cheque bounce case in Karakardooma court for the last 4 years as a complainant. Is it true that special court at Dwaraka for cheque bounce cases will enable speeding up the trial. I was suggested to approach Delhi high court to seek transfer of my case from KKD to Dwaraka. 

Pl advice and guide me.

There is no such provision to transfer the cases in the court having no jurisdiction.
