Coal is imported in a private port at Karaikal. Gypsum also imported. Import creates large dust which clouds adjoining Nagore barely half kilometer away from the port.
If you insert your finger in the mouths of new-borns dust is seen. So is the case of the streets of this pilgrim city.
What is the remedy open to stop the nuisance? Can a writ will lie? or a civil suit would suffice?
What would be the jurisdiction? Karaikal in Pondichery State or at Nagapattinam where the nuisance causes hurt?
