College not giving certificates

I was a 2019 passed out form engineering. I was selected in a top mnc company.i completed my training. i have to submit my original certificates but my college is refusing to submit my certificates and not even issuing me provisional certificate .the reason is my state government not paid fee reimbursement of final year. they are forcing us to pay and take certificates.

Issue notice thru advocate it is not Ur duty the govt is liable to discharge fees.

Contact Vijay Gopal in facebook. He is from Hyderabad I guess and running a non profit organization and he recently fought against the colleages for keeping the students certificates.
