Complaint against educational institute

I had taken admission into a one year course in April 2012 at an institute which was acting as centre for a university. i gave my exams and dissertation.

The institute changed my university in feb 2013 citing some differences and assured me my course will be completed on time.

in nov 2013 they again changed my university and force me to consent for same.  now after 2 1/2 years they refuse to acknowledge my correspondence or refund my fee.

i am filing a case for compensation for loss of 2 years and for refund of fee with interest, but can a case of cheating be made out??

any help will be greatly appreciated..

See sec 415 and s.420 IPC. If  they apply to your case and you have prima facie evidence a case could be made out.

File a consumer complaint immediately as this will be faster and assuring.
