Contempt proceedings

sir

i have filed a WP in High Court in a property dispute (the other side is a powerful religious leader considers himself to be above law and every government employee is afraid of him) and the Honable HC has ordered status quo 2 years back.

now the other side is placing a wooden shed in the disputed property and i ahve complained the same to Muncipal Corporation,

who have refused permission to build or keep the wooden shed or "khoka''

but still the other side has now even after Muncipal Corporation refusing permision has constructed/kept the shed.

so can i now

1. proceeed with contempt proceedings

2. what documents are required

3. is it easy to prove

4. does the HC take it seriously because the otherside instead of conductiog the case is from time to time trying to encroch the propertty and also provoke me so that the real matter goes side and new disputes arise.
