Convert own land in to Non Agriculture for makink Cricket Gr

i m planning to build a cricket ground in my own land near KAPADWANJ,KHEDA district,Gujarat. It is a rural area and the land is using for an agriculture purpose. i own 4 acres of land. i want to know about the procedure to convert this land in to NA. And also want to know that is there any cost for this process ? if yes what is the approximate cost/annum ?as the land is in rural area.
