Is an information commissioner a judge

I am of the view that the CIC is not a Judge. The Central Information Commission is not a court and certainly not a body which exercises plenary jurisdiction. The Central Information Commission is a creature of the statute and its powers and functions are circumscribed by the statute. It does not exercise any power outside the statute.

Law doesnot envisage Judiciary power to CIC. HIs power under the Act are Much restricted and is to furnish correct information to the asking party. The Person asking information cannot be turmed as Litigant. In all, he cannot be called a Judge.
